The threat was taken seriously in Argentina given recent terrorist attacks, including the March 17, 1992 bombing of the Israeli Embassy in Buenos Aires that killed 29 people and the July 18, 1994 car bombing of the Mutual Israeli-Argentine Association headquarters, in which nearly 100 people died. Four days prior to the 1-year anniversary of the deadly car-bombing, the head of the Jewish community in Buenos Aires insisted that Iran was involved in both terrorist incidents, neither of which has been solved.... U.S. Criticizes Oil Deal Between French Firm and Iran, Associated Press, July 14 WASHINGTON - The State Department expressed disappointment Friday over an announcement by a French firm that it had signed a contract with Iran to develop oil fields after Washington had barred U.S.-based Conoco from going ahead with a similar deal. "Our objection to this sort of deal has been made very clear to the French government," spokesman Nicholas Burns said. Such deals "send the wrong signal to the Iranian leadership at the wrong time," Burns said, adding that the "Iranians might conclude they can sponsor terrorism and pursue weapons of mass destruction without penalty."... Moscow Pledges to Curb Arms Sales to Iran, Associated Press, July 14 WASHINGTON - Strengthening a summit agreement, the Clinton administration has persuaded Russia to halt its delivery of air-to-ground missiles to Iran and to wind up ongoing weapons contracts quickly. The assurances were given last month in Moscow at a meeting of delegations headed by Vice President Al Gore and Russian Prime Minister Viktor S. Chernomyrdin but only now disclosed by U.S. officials. Russia's decision to stop providing missiles to Iran was a pleasant surprise for the U.S. side, a senior official said Thursday, speaking on condition of anonymity.... Russia was engaged in a lucrative weapons arrangement with Iran before President Boris Yeltsin agreed in a summit here last September with President Clinton to forgo any new arms contracts with Iran.... Even though the weapons are conventional - non- nuclear -the Clinton administration wanted to restrain such sales, just as it is still trying to persuade Russia and China not to provide Tehran with nuclear reactor technology.... On the other hand, Russia broadened its commitment not to sign new weapons contracts with Iran. Undersecretary of State Lynn E. Davis said Wednesday that Russia pledged not to provide new arms- related technology as well as weapons, and to make sure that existing contracts were "reasonably limited in time and content."...
