BRIEF ON IRAN No. 371 Monday, March 18, 1996 Representative Office of The National Council of Resistance of Iran 3421 M Street NW #1032 Washington, DC 20007 Germany Issues Murder Warrant for Mullahs' Intelligence Minister Associated Press (March 16), BONN - Germany has issued an arrest warrant for Iran's intelligence chief for the 1992 machine-gun assassination of four Kurdish opposition figures at a Berlin bar. The warrant for Ali Fallahiyan was announced Friday by the Federal Prosecutor's Office.... German prosecutors had considered filing criminal charges against Fallahiyan during his visit [to Germany in Oct. 1993] but say they were blocked by Kohl's government, who declared he was a "state guest" entitled to immunity from prosecution. More skepticism about Bonn's ties with Iran resulted from 1993 revelations that Germany's Federal Intelligence Service had supplied Fallahiyan's service with computers and photographic equipment. The same news reports said Iranian agents had been trained in Munich in 1992.... The National Council of Resistance of Iran, a dissident group based in Paris, welcomed the arrest warrant, saying it "offers undeniable proof" that Iran has a direct role in "exporting terrorism and assassinating dissidents." Massoud Rajavi, the council's president, said in a statement that "such placating policies as critical dialogue vis- à-vis this sinister regime" must be scrapped. Agence France Presse, (March 17) - Following the warrant issued by German authorities, on Sunday the Iranian opposition called for UN's boycott of Tehran regime. According to a statement issued by the National Council of Resistance of Iran ..., Massoud Rajavi, the Council's president, has invited the United Nations to "break the silence and boycott" a regime which is uncontrollable in terrorism. Mr. Rajavi recalled Tehran's previous charges, including warrants "issued by a Swiss court against 13 terrorists" who took part in killing of his brother, Kazem Rajavi. He also recalled the conviction of several Iranian officials by French courts. Rajavi stated that as long as Fallahiyan and other suspects were not surrendered to the Western "judiciaries", the least would be to suspend diplomatic and trade relations with Iran so that the regime will not continue to take advantage of the international community's silence."... Iran Ayatollah Stresses "Resolve Against America", Reuters, March 15 TEHRAN - ... "Should we show them (the United States) that we are not so headstrong? That we are also ready to accept what (they) call peace, and to show weakness?," Ayatollah Ahmad Jannati said in a prayer sermon broadcast on state-run Tehran radio.... "We should keep the same resolve against America that we had during the time of the Imam (late Ayatollah Ruhollah Khomeini) and not be afraid of anyone...," Jannati said to the worshippers who responded by chanting "Death to Israel" and "Death to America." "America, you should know that this is the slogan of our people, anyone who has other slogans than this is not one of us," said Jannati at the gathering held at Khomeini's mausoleum south of Tehran to mark the death a year ago of the late leader's son, Ahmad Khomeini.... EP Condemns Clerical Regime's Assassination of Zahra Rajabi, from combined statements by NCR, March 15 In a strongly-worded resolution, last night the European Parliament condemned the assassinations of Mrs. Zahra Rajabi, a member of the National Council of Resistance and Mr. Abdol- Ali Moradi, a Mojahedin sympathizer. It called on the EU Member States "to increase their protection of opposition leaders living in exile in their territory."... This morning, Mr. Zahra Rajabi, assassinated on February 20 in Istanbul by the clerical regime's diplomat-terrorists, was laid to rest at Paris's Pre Lachaise cemetery, as more than 1,500 tearful and bereaved Iranians residing in France and a large number of French political, humanist and cultural personalities looked on.... France's Juppe Wants Iran to Back Mideast Peace, Reuters, March 17 PARIS - French Prime Minister Alain Juppe called on Iran on Sunday to back the Middle East peace process and condemn guerrilla attacks in the region. "If the Iranian authorities really want to convince us they do not back terrorism, they should say so," Juppe said in an interview with France's TF1 television channel. "What I want them to do is to categorically condemn terrorist acts and back the (Arab-Israeli) peace process," he said....
