In Rome, diplomats said the delegation would tell the Iranian government that the future of its dialogue with Europe depended on a firm condemnation of "terrorism."... The English-language Tehran Times said the delegation "should try to understand the values and ideals of the Islamic Republic of Iran instead of bowing to the U.S. pressures."... Bonn's Unethical Policy toward Iran Faces Defeat, Tages Zeitung, March 30 ...The warrant issued for the arrest of Fallahiyan, Iran's minister of secret service, leaves no further opening for the German Foreign Minister, Klaus Kinkel. The proved suspicion regarding Iran's state terrorism, attested to by the judge, nullifies the planned troika visit to Tehran. It would have been better if the visit was canceled and the European Union would have unconditionally expressed that Iran is not only one of the countries in the world that uses terrorism against those who think differently, but also has been organizing elimination of its political opponents for many years. It is painful that Mr. Kinkel was aware of these facts both as the head of Information Agency, BND, and as the Foreign Minister. He has washed off the truth and despite knowledge of the facts, he complete stuck with the policy of dialogue with Tehran, and thus caused damage to German foreign policy. His presumed critical dialogue has not been successful, even once, to prevent Iran's secret service's commandos from assassinations inside the German territory.... In the international scene, Germany is under criticism as the foreign supporter of a terrorist country.... This entire issue will remain painful; however, when the issue reaches human rights and fighting against terrorism, the German government must be optimistically pushed in its pursuit. Nuclear Plant May Provide Mullahs with the Bomb, Radio Israel, April 1 A London daily newspaper stated that the Islamic government in Iran is already in the process of building a large scale nuclear plant near the Caspian Sea. According to this report, the plant which may soon provide Iran with the capability to produce nuclear bomb, is located in the Neka region.... The Sunday Express claimed that according to nuclear experts, if the Neka nuclear plant continues to operate, in not a very distant future, Iran will become the first extremist country with nuclear bomb.... Forged U.S. Dollars Seized in Lebanon, United Press International, April 2 BAALBEK, Lebanon - Syrian troops stormed a house in eastern Lebanon Tuesday and seized $40,000 in forged U.S. bank notes, Lebanese security sources said. The Syrian soldiers, acting on a tip, broke into a house in the village of Deir al-Ahmar, north of the historic town of Baalbek, the sources said. They seized counterfeit dollar bills with a face value of $40,000 and arrested two people.... Iran, which has an active embassy in Lebanon, and the United States have recently accused each other of forging the other country's currency. Russia Refusal Jeopardizes Global Arms Export Talks, Reuters, April 2 VIENNA - Russia is refusing to disclose details of its global arms sales, threatening to derail talks for a post- Cold War export control regime, a diplomatic source said on Tuesday. Fearing it could lose a much-needed source of hard currency, Russia reneged on an international deal signed last year to curb global military transfers by increasing export transparency, the source close to the talks told Reuters.... Analysts say Russia is afraid curbs on arms sales to its top customers -- such as Cuba, North Korea and Iran -- will decimate its hard currency income....
