According to assistant prosecutor...Khamenei's order for killing the 4 opponents was done in his capacity as a member of a secret committee in which Ali Akbar Rafsanjani and Intelligence Minister Ali Fallahian are also members.... The Tentacles of Terror, Time, International Edition, November 11 [Continued from BOI 538] ...According to a 1992 report by Germany's Federal Crime Office, most Tehran-ordered assassinations follow the same modus operandi. A team under diplomatic or business cover arrives from Iran to do preliminary scouting. The team works with an on-scene coordinator who in turn runs a hit squad made up of local agents. In almost all cases, says the German report, Iranian terrorists use a "Trojan horse" technique by working with someone who has penetrated the target's inner circle. The German services are well placed to analyze Tehran's methodology: the third floor of the Islamic Republic's Bonn embassy is considered the headquarters of Iranian terrorist operations in Europe. "There's no doubt about it," says a senior Western intelligence official. "This is it." Aware of the close surveillance in Bonn, the Iranians are now moving some of their VEVAK operations to their consulates in Hamburg and Frankfurt. According to Western intelligence sources, they have begun to stockpile weapons and explosives, causing "considerable concern" over the possibility of violent reprisals in the event of a guilty verdict in Berlin's Mykonos trial.
